The parser is a heuristic — confirm each detected violation, fix the FMCSA code, and tick "Out of Service" where the PSP shows OOS: Yes. Codes are matched against the imported FMCSA Appendix A.

Bennett qualification thresholds
A driver fails a BASIC when its FMCSA severity-point total meets or exceeds the BASIC threshold. The overall threshold applies to the sum of all scored BASICs. These are Bennett's qualification values (editable). Crash Indicator is informational only, so its threshold stays blank unless crash scoring is enabled.
Review band: a BASIC or overall total within this % below its threshold is flagged REVIEW instead of PASS.
Unsafe-event qualifier
Separate from points: counts each Unsafe Driving violation by recency. A driver fails if either limit is exceeded (more than the allowed number in the window).
Crash Indicator
Crashes are not scored (no points). Per Bennett policy, any DOT-reportable crash on the PSP flags the driver for mandatory review.
FMCSA Appendix A — severity weights
FMCSA's official Appendix A is already built in (parsed from the SMS Methodology Appendix A, all six BASIC worksheets) — no setup needed. Severities and BASIC assignment come only from FMCSA. To update when FMCSA revises the list, download the new sms_appendixa_violationslist.xlsx and re-import it below (the importer reads every BASIC worksheet automatically).

Scoring methodology
For each inspection & BASIC, sum the violation severities (add the OOS bonus to any out-of-service violation) and cap that sum. The BASIC total is the sum across inspections within the window. This is a Bennett screening total — not the FMCSA peer-percentile rank.
Severity points (Bennett default): every violation counts at full FMCSA severity if its inspection is within the scoring window (default 36 months), and thresholds compare against that total. Time-weighted instead discounts older inspections using the tiers below.
Time-weight tiers (used only in time-weighted mode)
FMCSA SMS uses 3 / 2 / 1 for ≤6 / ≤12 / ≤24 months and counts nothing older than 24 months. The 25–36 month tier is a Bennett policy extension to use the full PSP window; set it to 0 to match FMCSA exactly.

Keep backups in your CSA PSP Driver Scorecard folder. Export bundles settings, thresholds, and the imported weight table into one JSON file.
